Green Financing Wave Sweeps CEE as EBRD Commits Half a Billion Euros in a Single Week

The EBRD emerged as the week's most active single capital source, providing NEPI Rockcastle with a €250 million green loan and separately backing Erste Bank's €35 million Marriott repositioning facility in Budapest, part of a broader pattern of institutional lenders directing capital toward ESG-certified and green-labelled CEE real estate. Alongside this financing wave, the Couche-Tard tender offer for Żabka Group formally launched, and Hungary posted its strongest first-half investment result since 2021.

Market Mood

NEPI Rockcastle secured a €250 million senior unsecured green term loan from the EBRD, maturing in 2034, dedicated to financing sustainable retail investments across Romania, Bulgaria, Poland, and Hungary and structured to align with ICMA Green Bond and LMA Green Loan Principles targeting net-zero carbon building standards. This is one of the largest single green financing facilities extended to a CEE retail landlord this year and signals that institutional lenders increasingly view sustainability credentials as central to underwriting decisions, not a secondary consideration. Poland's commercial real estate market was separately described as having staged a strong capital comeback, led by the €575 million Resi4Rent portfolio acquisition and supported by stabilising prime asset pricing and returning institutional investors.

Where Capital Is Moving

Alimentation Couche-Tard formally launched its voluntary tender offer for Żabka Group, Poland's largest convenience retailer operating across Poland and Romania, valued at approximately US$8.6 billion, with a significant portion of shareholders already committed to the transaction. This remains the single largest corporate transaction with CEE retail real estate implications currently in progress. Apsys finalised its acquisition of the 3 Stawy Shopping Centre in Katowice, a 38,600 sqm asset with 97.1% occupancy, from a fund managed by Union Investment, while CC Real took over asset management of Zagreb's Avenue Mall on behalf of new owner InterCapital Real Estate Fund Alfa following last week's €100 million acquisition.

In Bratislava, JTRE secured Tatra banka Group as anchor tenant for Pribinova 1, an eight-storey, 20,000+ sqm carbon-neutral office building in Eurovea City targeting LEED Platinum and WELL Health-Safety Rating certifications, a major headquarters relocation that will connect the city's historic centre with the Danube waterfront. Erste Bank Hungary provided a €35 million credit facility to finance the transformation of an inner-city Budapest property into a dual-brand Marriott hotel featuring Moxy and Residence Inn, a repositioning of high-value central real estate that confirms sustained confidence in Budapest's hospitality sector.

Logistics leasing remained steady across Poland. Panattoni delivered an approximately 8,000 sqm BTS parcel-sorting terminal in Kraków for a leading e-commerce operator, BREEAM Excellent certified and designed to serve southern Poland's parcel locker network. M4B leased approximately 3,600 sqm and FORMADE renewed its lease at MLP Pruszków II, a 427,000 sqm BREEAM-certified park near Warsaw with photovoltaic installations. VeloBank extended its 1,068 sqm lease at Warsaw's Q22 tower, a modest renewal that nonetheless confirms sustained occupier confidence in top-tier office assets.

CEE/SEE

Hungary's commercial real estate investment volume rose 26.7% year-on-year to €610 million in H1 2026, the strongest first-half result since 2021, with domestic buyers accounting for 74% of activity and office leading at a 37.9% share. Bucharest's office market recorded a five-year low vacancy rate of 11.6% in Q2, driven by strong IT&C sector demand, while Bratislava office leasing reached nearly 53,000 sqm in the same quarter with net leasing up 51% year-on-year. Prague's office market remained exceptionally tight at 5.8% vacancy, the lowest since 2020, with developers increasingly favouring boutique central projects given the scarcity of large available blocks. Redkom Development is preparing to build a retail park on a former Tesco site in Kalisz, Poland, already securing Lidl and Rossmann as tenants ahead of a Q4 2027 opening.

Slovenia and Adriatic

Czech buyers continued to drive demand for high-end Croatian Adriatic properties, a trend accelerated by Croatia's Schengen and Eurozone accession simplifying both travel and ownership, with coastal prices up 14.5% year-on-year in Q4 2025. BOX NOW's entry into the Slovenian market with over 12,500 parcel lockers, expanding toward a target of 50,000 covering 80% of the population, signals growing last-mile logistics infrastructure investment in the country. Ljubljana's railway station renovation faces further delays, with completion now expected by end of November and final stages pushed to February, a reminder of the persistent execution gap between Slovenia's infrastructure ambitions and delivery timelines.

Outlook

The scale of EBRD green financing this week, €250 million for NEPI Rockcastle alone, confirms that development finance institutions are becoming a structurally important source of CEE real estate capital, particularly for landlords with credible decarbonisation pathways. With the Couche-Tard/Żabka transaction still pending full completion and Hungary's investment recovery gathering pace, H2 2026 is shaping up as a test of whether green-labelled financing can scale fast enough to meet the growing certification requirements now standard across CEE prime office, retail, and logistics developments.
